Town halls, inter-municipal bodies and public services in France

Municipalities and town halls, communautés de communes and d’agglomération, metropolitan authorities, inter-municipal syndicates, departmental and regional councils, devolved state services: for suppliers to the public sector, makers of specialist software and consultancies presenting an offer to the local authorities of an area.

Our database for France holds 1,577,933 records (as of 4 November 2026); they are not yet assigned to industries. The quote states the size available for this industry.

Export of the whole industry: €359 (full price). Selections by region, department or your own filters are quoted on request.

Official statistics: 34,875 municipalities in France according to INSEE official geographic code via the administrative boundaries API (geo.api.gouv.fr) (current municipalities, retrieved on 4 November 2026). Municipalities in metropolitan France and the five overseas departments, excluding the overseas collectivities; in addition there are 101 departments, 18 regions, inter-municipal bodies and state services. The structural business statistics do not cover public administration (section O). This is the size of the market, not the size of our database.

Defining an area and a level of government

State the départements or the region. The level you are targeting (municipalities, inter-municipal bodies, départements and regions, state services) can only be told apart after matching with Sirene, by legal form; mention it in your request. Making the website a required field helps you find the right department before sending.

Our records do not yet carry a NAF code: selecting by activity (NAF subclass) will only be possible for records matched with the Sirene database (matching in progress). The quote states what can be done today: area and required fields.

The official figure shown is the number of municipalities. It does not include inter-municipal bodies, départements and regions or state services, and it does not match the number of records in our file.

Price of the whole industry: €359. A selection by region, sub-industry or required fields is quoted individually; the whole-industry price is not a price promise for the filtered selection.

What counts as Local authorities and public sector

In NAF rév. 2, public administration is division 84. General public administration (84.11Z) covers, according to INSEE, executive and legislative activities at central, regional and local level. In Sirene, the municipality of Rodez, Rodez Agglomération and the Aveyron département all carry code 84.11Z: it is the legal category, not the NAF code, that tells a municipality from an inter-municipal body.

Many public facilities belong to other sectors: schools to education (section P, see Education and training), hospitals to health (division 86), museums and libraries to division 91, swimming pools and stadiums to division 93. Public oversight of these fields, however, stays in 84.12Z.

Public directories: the reference for contacting a town hall

For the public sector, the state itself publishes open, free directories. Our file does not replace them: it presents local authorities in the same format as our company files, with département, region and identical columns.

Directory of the administration (Service-Public.gouv.fr)
The DILA’s local database lists more than 86,000 local public offices (town halls, social security bodies, state services and others) with address, phone number, website and opening hours. It may be reused free of charge under the Licence Ouverte 2.0, with attribution; the online search is at lannuaire.service-public.gouv.fr.
BANATIC, the inter-municipal database
On BANATIC, the Ministry of the Interior lets you search, view and extract data on groupings of local authorities: metropolitan authorities, communautés urbaines, d’agglomération and de communes, municipal syndicates and mixed syndicates. On 4 November 2026 the site showed 1,252 inter-municipal bodies with their own tax-raising powers.

Not in the export

  • name of the mayor, elected officials and staff
  • population of the municipality
  • powers transferred to the inter-municipal body
  • budgets, current public contracts and purchasing calendar
  • personal email addresses of departments

The 15 columns supplied are described on the export page.

Municipality, grouping or department: choosing the right contact

A local authority has one SIREN but often several establishments, each with its own SIRET: town hall, technical services, media library, leisure centre. For a first approach, target the town hall or the head office of the inter-municipal body rather than every facility.

Inter-municipal bodies run facilities and public services jointly. For a technical offer, the relevant contact may therefore be the grouping rather than the municipality; if in doubt, ask for both levels separately.

The file contains no elected officials or staff, only the body and its public contact details. A town hall’s generic address belongs to a legal entity: the CNIL states that the rules on email prospecting do not apply to this type of address.

Example request

We manufacture street furniture and are looking for the town halls and communautés de communes of Aveyron, Lot and Tarn, with postal address and website, for a catalogue mailing before budgets are drawn up. Can you separate municipalities from inter-municipal bodies and tell us how many records have a website?

Questions

Local authorities and public sector: frequently asked questions

Not necessarily. The official figure shown comes from INSEE’s official geographic code; our file is built from collected places and websites, so a municipality may appear through its town hall, through several services or not at all. The quote states the number of records for the area you request, which you can compare with the official number of municipalities.

You can: it is free, reusable under the Licence Ouverte and the reference for the contact details of town halls and state services. Our file is useful if you want local authorities in the same format as your company files, with département, region and, once matched with Sirene, SIREN and NAF code.

The NAF code is not enough, since municipalities, inter-municipal bodies and départements often share code 84.11Z. The legal form from Sirene makes the distinction for records already matched; mention it in your request and the quote will state how many records are covered.
