Temporary employment agencies and recruitment firms in France

Temporary employment businesses and their branches, recruitment and executive search firms, online placement platforms and other providers of staff: for HR software vendors, training organisations, insurers and workwear suppliers who want to reach the agencies of a local labour market.

Our database for France holds 1,577,933 records (as of 4 November 2026); they are not yet assigned to industries. The quote states the size available for this industry.

Export of the whole industry: €409 (full price). Selections by region, department or your own filters are quoted on request.

Official statistics: 9,405 businesses in France according to Eurostat, structural business statistics (sbs_ovw_act) (reference year 2024, data as of 30 September 2026). Division 78 employment activities: placement agencies (78.1), temporary employment agencies (78.2) and other human resources provision (78.3). This is the size of the market, not the size of our database.

Local branches and networks

First choose the type of activity (temporary work, placement), then the area. Each local branch is one row; once matched with Sirene, the siren column links the branches of one network. For a sales round, making the phone number a required field is the most useful filter.

Our records do not yet carry a NAF code: selecting by activity (NAF subclass) will only be possible for records matched with the Sirene database (matching in progress). The quote states what can be done today: area and required fields.

The official figure counts enterprises: a national network counts once, however many branches it has.

Price of the whole industry: €409. A selection by region, sub-industry or required fields is quoted individually; the whole-industry price is not a price promise for the filtered selection.

What counts as Temporary work and recruitment

Division 78 of NAF rév. 2 has three sub-classes: placement (78.10Z), temporary employment (78.20Z) and other human resources provision (78.30Z). According to the INSEE notes, placement includes executive search, recruitment by psychologists, online placement agencies, casting agencies and even modelling agencies.

Impresarios and artists’ agents are not included: INSEE classifies them in 74.90B. Conversely, supplying workers to temporarily replace or supplement a client’s workforce falls under 78.20Z, not 78.30Z.

Declaration and financial guarantee: obligations, not a directory

Temporary work is governed by the French Labour Code. As far as we know, the agencies’ declarations are not published as a searchable directory.

Prior declaration
A temporary employment business may only operate after making a declaration to the administrative authority and obtaining a financial guarantee; a declaration is also required when it moves its head office or opens branches, agencies or satellite offices (Article L. 1251-45 of the Labour Code).
Financial guarantee
If the business defaults, the guarantee ensures payment of wages and related items, statutory compensation and compulsory social security contributions (Article L. 1251-49).
Placement
Placement means bringing job offers and job seekers together without becoming a party to the employment relationship; it may be carried out for profit, including by temporary employment businesses (Article L. 5321-1). One network can therefore run both businesses under a single main code.

Not in the export

  • name of the branch manager or recruiter
  • number of temporary workers placed and turnover
  • specialisms (construction, logistics, healthcare…)
  • guarantor and amount of the financial guarantee
  • published job offers

Local branches, network head offices and independent firms

A temporary work network may be a single company with many branches, each of them a separate establishment. For a workwear supplier or a safety training provider, the contact is the local branch, which recruits and looks after the temporary workers in its area. For payroll or assignment management software, the decision is more likely to be taken at head office.

A recruitment firm can be run by one person as a sole trader, in which case the company name contains their name. These are personal data, subject to the duty to inform (Art. 14 GDPR) and the right to object (Art. 21).

Region and département are derived from each branch’s postcode, not from where assignments take place. For a sales round, think in terms of labour markets: branches near an industrial area may be registered in the neighbouring département.

Example request

We manufacture personal protective equipment and are looking for temporary employment agencies (78.20Z) in Nord, Pas-de-Calais and Somme, with one row per branch and a phone number, for a sales round. How many branches already have a NAF code?

Questions

Temporary work and recruitment: frequently asked questions

Not yet: our records do not carry a NAF code yet. It will be possible by sub-class: 78.20Z for temporary work, 78.10Z for placement and executive search. This requires the record to be matched with Sirene, which is in progress; the quote states the share of records that have a NAF code. A network that also recruits appears only under its main activity.

In the classification, yes: INSEE puts them in 78.10Z (sub-class note). If they are not relevant to you, say so in your request: the quote will explain how they can be excluded.

Because each branch is an establishment with its own address, and therefore a separate row. The siren column, filled in once the record has been matched with Sirene, lets you group the branches of one network.
